Summary:

The Director, IT Infrastructure is both a strategic and tactical role and is considered a member of the IT leadership team. This member of the IT leadership team has the responsibility of leading the University’s IT Security Governance strategy and planning to ensure our infrastructure, edge devices, policies, and procedures remain aligned with industry and regulatory best-practices for ideal security governance. In this capacity, this position is considered our Information Security Officer and may be called upon to execute specific related tasks to that end.

The Director is responsible for the maintenance and support of the University’s IT networks and related services. They will utilize complex thinking and strategizing to ascertain which legacy systems require updating, which hardware or software must be replaced, and which services or products are necessary to support the entire organization's operations. This position requires an individual with a strong technical background, as well as an ability to work across all the University’s constituencies to align priorities and plans with key business objectives. The Director provides strategic direction for the University’s technical infrastructure and security (including hardware, software, servers, databases, storage solutions, networks or physical facilities) in support of all operational and critical business needs.

Essential Duties & Responsibilities:

  • Supervise all IT team member activity in support, maintenance, and enhancement of IT infrastructure.
  • Remain current on industry trends that impact the University’s network infrastructure. Share this information and its importance with the IT team.
  • Provides leadership, motivation, coaching, professional development, and day-to-day support to foster an engaged work environment with a focus on customer service and positive student, staff, and faculty experiences.
  • Ensure network infrastructure strategic design, decisions, and implementations are executed in accordance with University’s mission, vision, and overall strategic plan.
  • Supervise the selection, development, deployment, monitoring, maintenance, and enhancement of UArts technology infrastructure.
  • Manage vendor/partner relationships ensuring that service levels and vendor/partner obligations are met.
  • Help establish IT Service Delivery Service Level Agreements and ensure adherence to these standards by monitoring metrics and reporting that information to IT management.
  • Continuously monitor and maintain Infrastructure processes and policies to ensure these tasks remain up-to-date and relevant for the infrastructure items deployed and to ensure they remain aligned to industry best-practices.
  • Ensure effective communication by facilitating/participating in monthly meetings, conducting regular team meetings, encouraging an open-door policy, and proactively seeking feedback from all staff.
  • Collaborate with IT leadership on the evaluation, allocation, and management of IT assets, including budget and strategic planning.
  • Collaborate with IT leadership on the evaluation, allocation, management, and training / career development program for IT staff.
  • Facilitate Change Advisory Board / Change Management Process for all IT Change Management requests.
  • Other Duties May Be Assigned as Required, by Management.
  • Manage daily operations of IT infrastructure team.
  • Review / Complete any work cases/tickets as assigned or escalated to ensure network availability, stability, and security.
  • Manage any vendor/partner service providers to ensure network availability, stability, and security.
  • Works closely with all departments to map and support their operational needs as it relates to Platforms and System within scope.
  • Develops training materials and conducts training sessions for all software and applications in use at UArts, as needed/requested.
  • Maintain a Project Register and provide regular updates to IT leadership and/or University leadership, as needed.
  • Assist in developing Project Charters, Project Plans, Budgets, and Resource Plans for IT related projects, as needed.
  • Assist In / Manage IT Projects as assigned.
  • Develop/Manage University-wide Security Awareness Program
  • Perform regular IT risk assessments (internally/externally) (both, using a partner or via in-house toolsets).
  • Develop/Manage a Risk Register for remediation and tracking of all security remediation/risk tasks and/or projects.
  • Manage/Execute patching/updates on all infrastructure assets.
  • Develop/maintain IT processes/policies in accordance with NIST framework.
  • Develop/Maintain/Test disaster recovery process.
  • Act as IT department thought-leader for compliance and regulatory awareness. (HIPAA, FERPA, PCI-DSS, SOC, etc.)
  • Work with internal and external auditors to ensure compliance with adopted IT policies and standards.

Education:

  • A Bachelor’s Degree in Computer Science, Information Systems, or a closely related field plus Candidates that do not match those qualifications, however, do have a combination of both education and experience, may be considered.

Experience:

  • At least 7 years in an IT Infrastructure capacity

Competencies, Knowledge, Skills & Abilities:

  • Experience in ITIL and/or ISO 270001 Standards for IT Governance and Service Delivery
  • Experience with Budgeting and Procurement for Higher Education
  • Experience with NIST and CMMC Security Frameworks
  • Experience with Project Management Fundamentals
  • Advanced/Expert level knowledge of Data and Voice Networking Fundamentals
  • Experience/Accreditation with/in Palo Alto Network Security Infrastructure (FireWalls)
  • Experience/Accreditation with/in Juniper Network Hardware
  • Experience/Accreditation with/in Aruba Wireless Hardware
  • Experience/Accreditation with/in Veeam Data Center Software Platforms
  • Experience with Advanced Authentication Methodologies (Active Directory, MFA, SSO, SAML, etc.)
  • Technical awareness and experience with general IT infrastructure fundamentals like; DNS, DHCP, OSI, cloud (public/private/hybrid models), data center management, general database technologies, mobile devices and mobile device management, directory services, Operating Systems (Linux, Windows, MAC, iOS, Chrome OS, and others), Virtualization / Hypervisor (VMWare), and imaging tools (SCCM). 
  • Technical awareness and experience with IT security fundamentals like; NIST, encryption, SSL, web application firewalls, data loss protection, data loss detection, multi-factor authentication, intrusion detection, DNS and web filtering, endpoint detection & response (EDR platforms) and anti-virus/anti-malware, SIM/SIEM tools, and identity access management.
